Before anything else: the arrival card is free
Whatever your visa situation, almost every visitor to Malaysia must submit a Malaysia Digital Arrival Card (MDAC) within three days of arriving. It costs nothing.
There is one official site, run by the Malaysian Immigration Department:

If a website asks you to pay for it, it is not the real one. Copycat sites have charged travellers up to eighty US dollars for this free form. I paid £70 to two of them before somebody at the airport took pity on me.
